Harris County WCID 89 Board Members

Board members ensure the District is staffed appropriately, well maintained, meets all state and federal requirements and is prepared to serve the current and future needs of the community.

The District is governed by a Board of Directors consisting of five (5) Board members elected by the registered voters of the District, who manage and supervise all affairs of the District. Board members must either own property within the District or be a registered voter within the District. Each Board member is elected to serve a staggered four (4) year term. The District’s current Board members are as follows:

AK Babers – Vice President

AK Babers is a dedicated community leader committed to enhancing the quality of life, safety, and well-being of District residents. Through his service on the Board, he remains focused on responsible leadership, community improvement, and ensuring the District continues to effectively serve the needs of the District.

Tahir Charles – Secretary

Director Charles is proud of his roots in Houston, graduating from one of the educational gems of our city, Texas Southern University. His background, experience and passion for a better community fuels his endless work for the community. “I’ve always been an actionist, never concerned with the name of the office. I just have a genuine concern for the work that needs to be done.” says Tahir.

Byron Keith ”BK” Watson – Asst. Secretary

Director Watson has served Harris County WCID No. 89 since 1996, with the exception of a four-year break between election cycles. He brings decades of experience and institutional knowledge to the District and remains committed to protecting the community’s interests, promoting responsible development, and safeguarding District resources.
A licensed attorney since 1990; Director Watson brings extensive experience in contract review and works closely with District consultants to promote accountability and ensure WCID 89’s interests remain well represented and protected.

Naomi Smith – Asst. Secretary

Director Smith serves as Assistant Secretary of the WCID 89 Board of Directors and as a member of the Facility Management Committee. She brings extensive leadership experience in employee relations, budgeting, contracts, and public utilities, having retired from the City of Houston’s Public Utilities Division.
Director Smith is committed to strengthening District operations, improving accountability and resident communication, and building stronger relationships between WCID 89 and the communities it serves.
