Water & Wastewater Services Operator: Municipal Operations & Consulting (MOC) Effective October 3, 2025, Harris County WCID No. 89 engaged Municipal Operations & Consulting (MOC) to manage the District’s water and wastewater facilities, billing, and customer service. MOC is responsible for the daily operation of water plants, lift stations, and the wastewater treatment plant, as well as meter reading and emergency response.
