2025 Property Tax Information

PAY YOUR TAX BILL

The Harris County Water Control and Improvement District No. 89 (the “District”) levies an annual ad valorem tax on taxable property within the District to fund essential infrastructure payments and daily operations.

Current Tax Rate (2025 Tax Year) The District has adopted a total tax rate of $0.66 per $100 of assessed valuation for the 2025 tax year. 

This rate is comprised of two distinct parts: 

  1. Debt Service Tax: $0.26 per $100 valuation,
  • What it pays for: This portion of the tax is deposited into a sinking fund used to pay the principal and interest on bonds issued by the District. 
  • Why it matters: The District finances the construction of major capital assets—such as water plants, wastewater treatment facilities, and drainage systems—by selling bonds. This tax ensures those debts are repaid over time, similar to a mortgage on a home. 
  1. Maintenance and Operations (M&O) Tax: $0.40 per $100 valuation,
  • What it pays for: This portion funds the general operating fund. It covers the daily costs of running the District, including water and wastewater system repairs, chemicals for water treatment, electricity for facilities, professional fees (engineering, legal, bookkeeping), and operator fees. 
  • Why it matters: Unlike the debt tax, which pays past construction, the M&O tax pays for current services to ensure the water keeps flowing, and the drainage systems function correctly. 

 

Tax Exemptions the Board of Directors has authorized specific exemptions to reduce the tax burden on eligible homeowners: 

  • General Residence Homestead Exemption: 20% of the appraised value of the residence homestead. 
  • Over-65 or Disabled Exemption: $25,000 exemption for individuals who are disabled or 65 years of age or older. 

Payment Information 

  • Due Date: Taxes are due upon receipt of the tax bill and become delinquent if not paid on or before January 31 of the following year.
