Harris County WCID 89 Board Members

Board members ensure the District is staffed appropriately, well maintained, meets all state and federal requirements and is prepared to serve the current and future needs of the community.

The District is governed by a Board of Directors consisting of five (5) Board members elected by the registered voters of the District, who manage and supervise all affairs of the District. Board members must either own property within the District or be a registered voter within the District. Each Board member is elected to serve a staggered four (4) year term. The District’s current Board members are as follows:

AK Babers is a highly respected professional who is deeply committed to improving the
quality of life and safety of residents in his community. He is dedicated to making a positive
impact and is a true asset to the water district and the community at large.

Tahir Charles – Secretary

Tahir is proud of his roots in Houston, graduating from one of the educational gems of our city, Texas Southern University. His background, experience and passion for a better community fuels his endless work for the community. “I’ve always been an actionist, never concerned with the name of the office. I just have a genuine concern for the work that needs to be done.” says Tahir.

I have served Harris County WCID #89 since 1996, with the exception of a four-year break between election cycles. I am deeply committed to protecting and strengthening our community, particularly when it comes to ensuring that outside developers cannot take advantage of our district for profit at the community’s expense. As a licensed attorney since 1990, I bring extensive experience in contract review and in working closely with our consultants, ensuring that the district’s interests are always well represented and safeguarded.
